BELGIAN PLOT
TROTSKY SAID TO BE IMPLICATED Press Association—By Telegraph—Copyright BRUSSELS, September 21. (Received September 22, at 11 a.m.) A semi-official statement alleges that police inquiries into a plot to arm the Belgian workers have revealed that Trotsky supplied promoters with a plan for starting a general strike and instigating trouble at various places with the object of leading up to a revolt.
