Grave concern followed the refusal of the Chinese nineteenth route army to allow Japanese officials to land at Pakhoi from the gunboat Suga to.investigate the murder of the Japanese, Nakana. Remonstrances by Chinese officials aboard the warship Funn from Canton were unavailing, despite the presence of a Japanese squadron.
