LONDON. September 29. (Received September 30, at 9 a.m.) Happier naval marriages is the aim of the Admiralty, which is establishing a welfare and marriage allowance section at Portsmouth,' Devonport, and Chatham under feminine supervision. Fleet Ox-ders instruct commanders immediately to institute any essential inquiries into seamen’s families, enabling the section to deal with domestic troubles, such as a wife’s difficulty with the rent when her husband is abroad. The system stabilises the work thus far done unofficially.
