MOSCOW, September 26. Virtual abolition of the entire system of rationing foodstuffs throughout Russia has been announced in a decree signed by' M. Stalin and M. Molotov. The decree will permit unrestricted retail ' sales in meat, fish, sugar, fats, and potatoes -.at State-fixed prices. It also orders a reduction in the price of bread, the rationing of which was abolished on January 1.
