THE AMERICAN SCANDALS SYSTEM TO BE REVISED Press Association—By Telegraph—Copyright. NEW YORK, June 19. The New York ‘ Times’s ’ Washington correspondent says; “It is learned that President Roosevelt, at the next session of Congress, will completely revise the system of granting ocean mail contracts. Since the revelations by the Senatorial Committee no new contracts have been let, and none have been extended. In the meantime, it is understood, the President is extremely exercised at the figures, which indicate that the Government paid about. 100,000OOOdoI for carrying mails, which at ordinary rates would not exceed 15,000,OOOdoI. Of forty-three contracts now in operation less than one-third are considered essential or necessary.
