FRANCE UNABLE TO PAY SUGGESTS NEW AGREEMENT Press Association —By Telegraph—Copyright. WASHINGTON, June 13. France notified the United States today that she was not able to pay the debt instalment due on Friday, but was prepared to seek a now debt agreement acceptable to both countries. Administrative officials regarded the Note as more conciliatory than the previous French announcements of default. The Note said that France recognised the validity of her war debt, but because of xinchanged conditions, she would be unable to pay at this time. OTHER DEFAULTERS WASHINGTON, June 14. (Received June 15, at 10 a.m.) Italy, Poland, Rumania, and Hungary informed the State Department to-day that they will pay nothing on the war debts instalments duo on Friday.
