RUGBY , O.R.F.U. COMMITTEE The Alanagement Committee of the Otago Rugjby Union met last night. Mr J. Mitchell (president) in tlie chair. BALL IN SCRUM. . On behalf of the Judicial Committee, Mr Harris reported on a letter from the Referees’ Association in regard to the rule which said that no.player putting the ball.into the scrum should indicate to his-own team on which sidethe ball was being put in. The English ruling on the point had.never been s revoked, and the committee therefore, recommended that it should stand. Mr Wootton: That means that a player cannot say on which side the ball is coming in, but may indicate by a sign of, some kind, r- *3jfr Harris: No, he cannot. Mr Spedding said the rule stated that a player could not indicate by speech or otherwise. were sufficient hooks to supply one to each primary and secondary school of forty pupils and over. ORIGINAL DECISION OONFIRAIED. The Secretary of the Referees’ Association wrote, in reference to the decision of the committee tb allow.no one in the referees’ room at half-time, requesting the committee to reconsider its decision to the extent of allowing one’member of the Appointment Board to see the referee during the interval. It was decided, after discussion, to adhere to the original motion that no one he allowed in the referees’ room at half-time. BICYCLE NUISANCE. The Town Clerk wrote in reply to a letter from the committee stating, that there was no city by-law which prohibited, the taking, of a bicycle on to any of the city reserves or the Town Belt, and it was very doubtful if the council had the necessary jurisdiction to niake such a by-law.- It was suggested that any necessary control of the matter might be exercised by officials from the various sports bodies and also by any officers of the 'council who might be on the ground for the time being. . Offenders would no doubt, in the majority of cases, comply with requests from, those in charge of the games to remove machines well away from the touch lines, and it would appear in the meantime that that would be the best course to take in dealing with the matter. ; It was pointed out in the course of the discussion that-there was-a danger to players when bicycles were taken near the touch lines at the Oval.. . .It was decided-to ask the Superintendent of Police to permit a constable to visit the Oval, the union to bear any expense if necessary. CONDITION OF GROUNDS. The Town Clerk (Air G. A. Lewin), wrote under date May 30 in reply to a letter from the committee—in which it was asked that the reserves department be instructed to take steps to'get water' off the various recreation grounds before it accumulated—stating that the matter had been duly submitted to the City Council’s Reserves Committee for consideration. .Mr Lewin stated that any steps possible that might be regarded as effective would be taken to deal with ’the matter. It should , be pointed out, however, ■;that the recent abnormally wet conditions’ had rendered it almost impossible to keep the grounds free of water. During, seventeen days of. the current’ month no fewer than '7.l9in of rain , had fallen. For the whole of last year the rainfall had been 26.4 in, and it was, suggested, that these, figures iiidi- • cated that the conditions in May had been ,entirely abnormal. It might' be ■'added that drains: were being laid in the low parts of the Oval and . elsewhere, and surface water was being dealt' with there. The letter was received. HOCKEY TEST MATCH. A deputation, from the Otago’Hockey Association waited-on the meeting. . Mr J. Hogg, the principal; speaker, said 1 they had the opportunity of: having: ’a hockey test match, Australia’ -v. New Zealand, played in Dunedin on September 8. It; was usual for .most sports to . postpone their fixtures when other games had a test fixture. They knew, however, - that on that date : the Rugby Union had the important interprovincial match, Otago v; Wellington, and they understood it would; be ; impossible to put that, game off. INSPECTION OF BOOTS. The committee confirmed a resolution from the Referees’ Club that referees be instructed to inspect the boots of all players periodically, and that, all clubs be notified accordingly. UNFINANCIAL PLAYER. The Sports’ Protection • Association advised that a Roslyn-Wakari junior grade player was an rmfinancial member of the Kaikorai. Cricket Club, and it was decided to .notify the RoslynWakari Club.

TEAM FOR SOUTHLAND. The Secretary of the Southland Association advised that arrangements had been made for the billeting of an Otago junior representative team, and Messrs Keich, Patton, and Rigby were asked to select a team. TRANSFER APPLICATION RENEWED. J. M. Gilchrist applied for a rehearing of his application (which was refused) of a transfer from Mornington to Seaeliff. He pointed out that his services were not required by Mornington and, further, that he proposed to join a team higher on rhe ladder. He considered that the decision was unfair to a young and keen player. Mornington had given him his clearance. Mr Simpson said Gilchrist’s was a genuine, case. Unfortunately, the law was rigid that no transfer lie granted after three playing Saturdays. In this case the law was inflicting a hardship. Members generally expressed the opinion that if the rule were broken difficulty would be created in the future. On the casting vote of the chairman, a motion by Mr Simpson that, in view of the unusual circumstances, the committee, by special dispensation and without prejudice, grants the transfer, was rejected. PLAYER CAUTIONED. Arising out of the referee’s report, G. Murphy, a second grade Mornington player, appeared before the committee, and denied that he had deliberately kicked at a Leith player. He had run after the player to beat him for ti e ball. . The Leith man had previously hit him in the face. It was decided to caution Murphy, and he was admonished by the chairman. Murphy had been stood down until he appeared. FIVE-A-SIDE TOURNAMENT. Arrangements for the five-a-side tournament on Saturday were completed. It was decided to commence the competition at 1.30, and that each game be of five minutes each way. except in the semi-final and filial, which will he of seven minutes and ten minutes respectively each way. RUGBY LEAGUE EXECUTIVE MEETING The weekly meeting of the Executive Committee of the Otago Rugby Lleague was held last night, the president (Mr W. Holloway) in the chair. There were also present Messrs R. Maxwell, B. Eckhoff, F. Siin, E. Wilson, and 0. Walsh. The Secretary reported having written to the town clerk, stating that the grounds on the Oval granted for the use of the League was being used by players in other codes, and asking if the League were not entitled to the solo use of the ground. He added that ho reply had been received.—The President stated that he had spoken to the secre-" tary of the Otago Rugby Union, who had assured him that at no time had he' given authority for anyone to use the League’s ground at the Oval.—Mr Maxwell said that other codes-had the same difficulty with grounds on the Oval.
