Thomas (Labour) said; “ 1 defy anyone to distinguish between fear and cowardice in the atmosphere and circumstances of war service.”

Air A. Duff Cooper, replying, said the penalty must lie retained in the interests of discipline. Cowardice might spread panic, resulting in the loss of a battle.

The clause was rejected by 174 votes to 108.—Australian Press Association.
