AMERICA'S ATTITUDE .RATIFICATION PROBABLE. Press Association—By Telegraph—Copyright. .WASHINGTON, December 13. . By agreeing to limit the debate on the important electric power measure, which now has precedence in the Senate, the way apparently has been paved for speedy action on.the Kellogg Pact. It is now confidently predicted that the treaty will bo reported to the Senate by the Forign Relations Committee by Friday, without reservation or amendment. Thus, while there is a growing disposition ip the Senate to criticise the pact as nothing more than an abstract, colourless declaration, without any binding force, it is believed now that sthe treaty will be ratified without any changes before the end of the present congressional session in March. The parliamentary situation is such that it is most probable that the Fifteen Cruiser Bill will be discussed concurrently with the pact, part of each legislative day being devoted to considering each measure—Australian Press Association.
