CENSORSHIP OF TELEGRAMS T [Pbb United Press Association.] WELLINGTON, February 27. A Supplementary ‘ Gazette' published to-night, contains a , otice authorising the Administrator of Western Samoa to prohibit the transmission or delivery of telegrams in the following cases: — 1. Any telegram expressed in code, i nlcss such telegram is accompanied by a transcript certified as correct to lire satisfaction of the Administrator. 2. Any telegram which, in the opinion of the Administrator, contains matter of a treasonable, seditious, libellous, or grossly offensive character. 3. Any telegram which, in the opinion of the Administrator, is intended or is likely to instigate the commission ot any criminal offence.
4. Any telegram which, in the opinion of the Administrator, is intended to, or may, cause any person in any wn, to prevent or hinder or attempts to prevent or hinder the duo performance by the Government of New Zealand of its functions and duties in relation to AA r estern .Samoa, or is in the opinion of the Administrator in any way calculated to prevent or hinder the due administration of the Executive Government of the territory. LABOR’S HOSTILE ATTITUDE
AUCKLAND, February 27
Mr 0. J. fTawkcn (Minister of Agriculture) tlelivered an address at Papatoetoe to-night. The .Minister criticised Labor’s attitude- towards Samoa, stating that Labor was traditionally hostile to British methods of government. Like the Maoris, the. Samoans were easily swayed, said Mr Hawkon, and only a. firm hand would bring thorn out of their unrest. The attitude of L. hor was just, what might, have, been expected from past experience, except that in this case Labor, because it suited it, had allied itself with the wealthy traders.
