The preamble states; “Desirous of safeguarding general peace and considering that the existence of increased armed forces constitute an immense danger, bearing the germ of fresh inevitable armed conflagrations, we solemnly acknowledge that the only true method of safeguarding peace is the general and complete abolition of all armed forces.” The proposals include the division of all seas and oceans into sixteen zones, to be protected by certain specified nations from the standpoint of their resources.—A. and N.Z. and ‘Sun’ Cable.
