HO RESTRICTION AS TO TRADE LONDON, February 21. In the House of Commons Sir Philip Cunliffo-Lister (President of the Board of Trade), answering a question, said that the Government had decided not to interfere in trade with Russia. Everyone was free to do as he liked. With reference to the purchase of Russian petrol, it was probably drawn from former Briiish-owncrl wells which were seized without compensation. The Government departments were not buy-' ing any of it.
