FRINGE CAROL'S ASPIRATIONS
BEARER OF MANIFESTO ARRESTED VIENNA, February 16, (Received February 17, at 8.30 a.m.) A former Rumanian general, M. Rnkowica, was arrested at the Rumanian frontier while he was journeying from Paris, allegedly carrying a manifesto from Prince Carol to high placed officials sympathetic to his accession.
