WASHINGTON, February G. To-morrow the French Ambassador and the Under-Secretary of State (Mr Olds) will sign the new Franco-Ameri-can Arbitration Treaty, marking the HoOth anniversary of the original Treaty of Amity and Commerce between the countries in 1778. The preamble of the treaty states that it is the desire of the two countries always to settle differences by peaceful means. Questions involving France’s obligations unde - the League of Nations, those affecting the Monroe Doctrine, and those of a purely domestic character are exempted from arbitration. —A. and N.Z. WASHINGTON, February 6

J n tho Arbitration Treaty with France, signed to-day, the two Governments pledge themselves to arbitrate in any dispute not arising from purely domestic questions and not affecting the interests of a third nation and not involving the Monroe Doctrine.
