STAFF PROMOTIONS (British Official News.)' Press Association—By Wireless—Copyright. RUGBY, February 3. * It is announced that Admiral Sir Henry Oliver has been promoted to be admiral of the fleet to fill the vacancy caused by the recent death of Sir John He Robeck. Vice-admiral Sir_ Richard Webb is promoted to be admiral, and Rear-admiral Bertram Thesiger to be vice-admiral. All the appointments date from January 21 last.
