THE NEW SCHEME Press Association—By Telegraph—Copyright ROME,. February 4. After a speech by Signor Mussolini the Fascist Grand Council adopted a scheme for a new parliamentary chamber. It is only known that there will he no more General Elections, political meetings, or party campaigns. The Chamber will probably be selected from industries, corporations, and professions. [Drastic proposals for parliamentary reform w,ere laid down by the Fascist Grand Council on November 11. The plan brought forward on that date suppressed universal suffrage, restricting the vote to members of the Fascist guilds and other classes of producers! It was announced that only one ticket, representative of the Fascist Party, would he presented to these voters.]
