[Drastic proposals for parliamentary reform w,ere laid down by the Fascist Grand Council on November 11. The plan brought forward on that date suppressed universal suffrage, restricting the vote to members of the Fascist guilds and other classes of producers! It was announced that only one ticket, representative of the Fascist Party, would he presented to these voters.]
