The Civil servants’ inquiry is being conducted by Sir Warren Fisher (Permanent Secretary of the Treasury), Sir Malcolm Ramsay (Comptroller and Auditor-General), and Mr M. L. Gwyer (Procurator-General of the Treasury). It is pointed out that, although they are members of the Civil Service, they are not connected with the Foreign Office. Commander Maxse, like Mr Gregory, is not on duty at present. The ‘Daily Express’ protests against secrecy, and says that this is a case where there is no need, not even an excuse, for meeting publicity with privacy.
