LONDON, September 15. One hundred British delegates will proceed to South Africa on September 16 to attend a conference of chambers of commerce, opening at Cape Town on October 4. Special consideration will be given, to the development of Imlierial preference and the removal of interimperial trade barriers. The Dudley Chamber is protesting against the protection of uneconomic industries. The Belleville Chamber is urging Freetrado within the Empire. The London Chamber advocates Imperial penny p' st and the non-taxation of non-resident principals throughout tho Empire, and is suggesting devices to overcome pilferage
