HELSINGFORS, September 15. (Received September 16, at 9.35 a.m.) Captain Goycr, whom the Soviet alleged it executed as a British spy on September 13, has been identified as a Finnish sailor, formerly a Tsarist secret service man, and subsequently a promt nent Cheka agent in European countries.
It is believed that ho was not executed, but is resuming work for the Cheka under a new name, despite the fact that it is known that he sold Soviet secrets abroad. —A. aiid N.Z. and r Sun l Cable.
