'The Times's' Toronto correspondent says that, judging by the cablegrams from various directions, there is some misunderstanding regarding the policy which Canada desires to adopt. It is not understood that fhe will give Dreadnoughts to the Admiralty, but that she will build Dreadnoughts at intervals of two or three years, and these will c-onstitate an integral portion of the Imperial Navy in war time. They will also be the chief vessels of the Canadian fleet if one is established. Any immediate agreement to build Dreadnoughts represents only an emergency contribution to the Empire, and beyond this a permanent policy is being devised in consultation with the Imperial authorities. A Royal Commission, of which Lord Fisher will be chairman, will shortly be appointed to investigate the problems of coal gas, oil fuel, and other subjects connected with warship propulsion. It is also stated that the Commission will inquire into the rates of pay in the Navy, with a. view to remedying grievances. A CORRECTION. "LONDON, July 17. (Received July 18, at 10.20 a.m.) In the House of Commons Mx Churchill (First Lord of the Admiralty) denied the statement that the Commission of Inquiry would deal with the rates of pay in the Navv.
