AN ALLEGATION REFUTED. Press Association—By Telegraph—Copyright. LONDON, July 17. (Received July 18, at 10.20 a.m.) Dr Barrett, of Melbourne, refutes the allegations contained in a letter to the 'Manchester Guaidian' that Australia and New Zealand apparently did not perceive that they were used as decoys to help Lord Roberts's conscription scheme. Dr Barrett asserts that Lord Robeits had nothing to do with the establishment of compulsory military service in Australia.
