'The TimesV St. Petersburg correspondent says it is asserted in well-informed circles that Japan and Russia have virtually concluded an alliance, giving Japan freedom of action in Southern Manchuria, Japan to support Russia in the event of the latter being attacked. MaTquis Kateura will arrive on Sunday to put the final touch to tho Japanese Ambassador's labom.
