A conference of the Senate's repiesenta. tive committees practically decided to shelve the Panama Canal Bill until next session, thus relieving Congiess of an embarrassing situation. A NOVEL PROPOSAL. UNLOADING CONSTRUCTION COST. WASHINGTON, July 17. (Received July 18, at 11.45 a.m.) A member of the House of Representatives, Mr Moore, has introduced a Bill with a view to meeting British objections to the Panama Canal proposals. His measure provides for the " neutralisation " of the canal, by giving all nations an opportunity of paying portion of the cost of excavating it. Mr Moore also proposes to establish a Canal Trade Commission, consisting entirely of Americans, to study the canal's trade possibilities, with a view to developing trade with South America^
