[By Telegraph.] HOUSE OF REPRESENTATIVES. October 3. The principal busiuess was in Committee on THE COUNTIES BILL. On clause 62 (annual meeting for the election of chairman) an amendment to leave the timo of meeting to be fixed by the Council was negatived by 33 to 15; but the date of the annual meetingwwats t on a division, altered from the third to the fourth Wednesday in November. After a great deal of discussion, clause 62 (which depends upon the Financial Arrangements Bill—a measure not yet passed) was postponed. The Committee then got as far as clause 119 (appointment of auditors by the Governor), but meeting with a great deal of opposition in favor of an independent audit, it was passed by. Clause 120 (regarding accounts) led to a good deal of discussion, a few holding that the system laid down was too complicated, but the majority of the Committee thought the plan ample enough, and the clause passed as primed. It was decided, after a division, that th-? accounts should be balanced in March and September of each year. At clause 128 Sir (yeoRGE Grey declined to proceed further, saj-rfng that he was worn out, but the Committee by 28 to 10 resolved to go on. After reaching clause 132, progress was reported, and the House adjourned at 1.30 a.m.
