INTERCOLONIAL NEWS. Sydney, August 12. The Government arbitrators refused to award the A. S. N. Company L 1,300 claimed for the early arrival of their boats during the temporary ’Frisco service on the ground that no penalties could be inflicted for their late arrivals. The second officer of the steamer Barabool is to be prosecuted criminally for neglect; August 14. Further news by the Torres Straits states that the Netherland Company’s steamship General Croyet was totally wrecked on Doogunde Straits. One hundred and fifty persons were drowned. Political institutions in China are critical, and negotiations with the Chinese Government have been suspended. They must yield to terms or face the consequences. Melbourne, August 14. The Ringarooma arrived on Saturday.
