To t/ie tiditor. S IR,—I am much obliged to .Mr Isaac for bearing euoh ample testimony to the truth of my extract from the Bill, as introduced by the City Council. The dullest mind—even that apparently of Mr Barnard Isaac—ought to be able to comprehend the meaning of the provision carefully inserted at the end of the ninth clause of the Bill which provides that the Corporation, in the event ->f a dry season, shall not be liable t*» compensate, As I have no particular interest in the matter, not being a riparian proprietor, and as Mr James Wilson has taken it up, will Mr Isaac pardon me for declining to continue the correspondence.—l am, &c., „ .
