London, July 24. A continuation of lain has caused serious inundation in some of the Midland Counties, and extensive damages in almost all the counties. Despairing accounts are given of the crops. Unparallelled excitement eocurred in the TTouse of Commons yesterday, when Mr Disraeli withdrew the Merchant Shipping Bill. Mr Plimsoll made a violent speech in opposition to its withdrawal, in which he urged upon the Premier not to consign thousands of human beings to death by attending to the representations of shipowners in Parliament. Mr Plimsoll said he was determined to unmask the villains who were sending sailors to certain death. He was called upon to retract his words, but refused to do so, and presented to the Speaker a protest, then leaving the House. Mr Disraeli moved that the Speaker reprimand Mr Plimsoll; but it was finally agreed to afford him an opportunity of apologising, and a motion was carried requiring him to attend the House of Commons for that purpose on July 29th.
