GENTLEMEN, —As yon are aware that I am a Candidate for the representation of High Ward in the City Council, I take this mode of addressing you in preference to the (to my mind at least) objectionable practice of wandering about from one hotel to another, or the more humiliating one of making a personal canvas soliciting votes. From the Let of my being a resident for nearly twenty-two years in Dunedin, it is needless for me to say that I am well acquainted with every portion of it; and from my practical experience arid three years’ previous services in the Council, 1859 to 1862, I am quite aware of the nature of the duties required of one who aspires to the position of City Councillor. Amongst the works requiring immediate attention I consider the swam;)!; in the lowlying parts of the City are a snvnding menace to the health of the citizens, and should be filled up to the street levels without delay at the expense of the owners ; or failing that, bo done by the Corporation with the assistance of prison labor. As a sharenolder in the late Water Company I may say that I always voted for the sale of the works to the Corporation. I should much regret the establishment of rival Gasworks by the Corporation. and should prefer purchasing the present works provided they can be obtained at a fair and reasonable price, and after examination are found to bo equal to the requirements of the City. By this course the trouble, cost, and annoyance of breaking up the streets of the City would be avoided.
I am of opinion that the Fire Brigade should be treated in a liberal manner by the Corpora tion. as the arduous duties so cheerfully rendered by that body are djsorvin' of the highest pra : se.
