It is not unlikely that when the Council takes up the. Government proposals to-day for the opening #f lands as Hundreds and deferred payment blocks, the proceedings may be a httle more animated than has been the case as yet this session. In point of fact, with the exception that a few technical Bills have been cleared off—Bills that have already the Council, but through some official blunder, it is said, have had to be re-passed—nothing has been done Until the Government proposals were brought down the Council was not to be blamed for maotion. Theoretical propositions might have been thrown out by private members and debated to all hours of the morning, but the practical result wouH . have been the Btt “s—? othil >g would have been done. The merits of the Provincial Secretary, be they as great as his friends think them to h*i unless aided practically by something, like. Similar material in his colleagues, are not sufficient for the satisfactory superintendence of the public business. The present state of works of magnitade throughout the Province and the-rnmored disorganisation in the Engineer's department, prove that, something is radically wrong. The debates this week ehpn d v throw more upon the doubtful attitude, of parties in the.Council, There are existing exactly the same element* of discord as ever there were.
