CITY IMPROVEMENT* To the Editor,
Sir, —For the last few days I have observed a number of men employed in constructing a new road through the Town Belt, commencing at the upper end of York place, and intended apparently to lead in the direction of Mornington. When finished, this read will doubtless form, a pleasant and picturesque promenade, as it will command an extensive view of the town, the bay, and the ocean. Now, sir, that sort of thing is very ,well in its way; but I think most people will agree that the City Council should give precedence to works of practical utility, and postpone the formation of ornamental walks and carriage drives - at any rate in such out of-the way places as that above described—until they have acoomplished the work of forming those portions of the principal streets which have pot yet received attention. Upper Maclaggan street, for example, still remains almost in a state of nature—the only improvement, if improvement it can” be called, that has been effected there being the construction of a paved footpath on the eastern side, from Exeter House to Lang’s Terrace. The gradient, I believe, is about one in four ; and whilst the ascent is at all times toilsome, the descent during wet or frosty, weather is positively dangerous, Aud this footpath is the only means of access to their homes available to the major part of the population located between Graham street and Grant;atreet. lam told that the Council some time ago agreed to make the necessary improvements, or at least to form the street; but as yet there is no sign of the work being begun. It is to be hoped the Councillors for High Ward will use their influence towards expediting an improvement so urgently 1 am, &c.,
