Such a practice was current some time ago for a brief period ; but being productive of good results, the overwhelming wisdom of our rulers prompted them to annuljthe liberty then afforded.—l am, &c,, Ita Est. [Any paper addressed to an hospital or atherußum will be delivered free of postage ; but the Department have had occasion to detain papers because they have been addressed to officers, and not to the Institution itself. — Ed.
