CITY COUNCIL.
The usual fortnightly meeting of the City Council was held this aftsrnpoa. Thore were present the Mayor (in the chair), and all the councillors, except Cr. Prosser. Among the correspondence read was a letter from the Government, intimating that they would assist in reclaiming the old Botanical Gardens by prison labor, so soon as the Corporation found the material, but on no account would the prisoners be allowed to go into the bush for timber ,for„the work.; ihat the pile-driving machine could be used by the Corporation when not in use, by the Government, but ihat no prison labor was available far the work ; that the Government were not <aware of Hattray street no r; having been handed over to the Corporation, it standing in the some position as other streets on the reclaimed ground, which was under Corporation control; that Government had no funds to assist in repairing the street in question; that Government had no objection to a weigh-bridge being placed on the reserve at the corner of King and Albany streets, provided that the approach to it be taken north of the Fire Brigade Station, and not nearer than 72ft. from the police station. —lt was mentioned that the Government were writing under a misapprehension in reference to Rattray street. The Council wishes to get control over the street, from the Times office to the head of the wharf,— Vlr Haggitt wrote, asking that Messrs Wright, (Stephenson, and Co., and other outgoing tenants of the property sold to-day, might be allowed till October 30 to remove. The matter was referred to the Reserve Committee.—Messrs Hughes and Harvey agreed to, remove their property baak to the full width of Princes street, on receiving fair remuneration. Mr John Cargill wrote, agreeing to give up section 17, block 1, to allow of Cumberland street being carried direct into High street, the Government having agreed to give him in exchange 33 feet of Gaol street and 33 feet, additional,of the gaol is removed.—Mr R. Oliver asked for a 21 years’ lease of the part of section 34, block 6, Manse street, n,ow by him on a fourteen years’ lease, offering to put,substantial buildings thereon if his application werogranted;... It was resolved to inform Mr Oliver that bis application,, could not be granted, as all expiration leases must be submitted to quetion. The following reports were brought up and adopted :-r- ' RESERVES. The Reserves Committee reported , as follows : Mr R. Oliver’s letter, under date 11th inst., as to encroachment. of building occupied, by Messrs Heeles and Co, on to section 30, block 6, and asking' the Council to alter the boundaries of those properties, so that the area of Messrs Wright, Stephenson, and Co’s leasehold should be the ground on which their buildings stand, Mr Oliver agreeing to pay for thej small portion of section 3, wrongfully occupied by him,,a rental per- foot equal to what Messrs Wright and Co.’s allotment may bring at auction. Your committee recommends that Mr Oliver’s request be agreed to. The attached letter, under date August 21, has been forwarded by Mr Richard Allan on the subject of the establishment of a Cpm Exchange in Dunedin. Your Committee has decided to confer consideration of the matter. A reply to be addressed to M r Allan to this effect,—As td memorial, under date 3rd hast., from a number of ratepayers in Leith Ward assembled at a public meeting in White’s Hotel, praying the Council to take into consideration the state of the old Botanical Gardens, your committee has replied that the Government has been communicated with on the subject,—As to memorial, under date July 31, from ratepayers in South Ward, suggesting the advisability of converting the Southern Market Reserve into a produce market, your committee recommends that tenders be called from parties desirous of renting the reserve for one year, one month’s notice at anytime during the occupancy to terminate the engagement; the only restriction to be placed on the lessee as to the use he may make of the reserve to be, that cattle cannot be kept or yarded there, the lessee to be at liberty to run houses on the ground. —As to Mr Laurence’s letter, under date' August 27; offering to lay out the reserve presently occupied by the Chinamen, block 29, as ornamental and nursery grounds, and to devote a portion of it for a bowling green for the use of the public, Mr Laurence has been informed that if the Council decide upon letting the reserve, public tenders will be called. As to Mr C, Carter’s letter, under date September 4, offering to supply a quantity of ornamental and other trees at a price considerably below their value, your Committee has referred this matter to his Worship the Mayor to settle,—Messrs Rattray and Allen’s letter, under date 16th instant, on behalf of the Dunedin Cricket Club, complaining of the damage occasioned by residents of Kensington to the picket fence recently erected by the club around the oval in the South Recreation Ground, apd craving the protection and pjssistanco qf tlje Council in the matter.’ Your Committee recommend that a reply be forwarded tq the memorialists that the Council hopes it will only be'necessary tb appeal to the good sense of the Kensington residents to protect the fence from wilful damage. PUBLIC WORKS, Your Committee has the honor to report as follows That the following tenders opened at last meeting of the Council have been accepted: Mr Joseph Hindle’s (L3lO Js 9d), for kerbing and channelling in Stafford street, South Ward; Mr Joseph Hindle’s (L 230 14s 4d), for kerbing and channelling in Russell street, High Wardj Mr Ashworth Crawshaw’s 3s),
for kerbing and channelling in Moray Place, and Frederick street, Bell Ward ; Mr Ashworth Crawshaw’s (1,470 7s sd), for kerbing and channelling at Albany street, Leith Ward ; Mr D. MTntyre’s at prices as per schedule, for supplying and carting gravel and metal in Bell Ward ; Mr J. Barry’s tender at prices as per schedule, for supplying and carting gravel and metal in Leitli Ward; and Mr William Meikle, junr.’s, tender for supplying horses and drays for Corporation work, at 11s Gd per day. The following work has been ordered to be attended to To repair temporarily Leith street, from St Andrew street to Hanover street, the cost thereof to be charged against Bell Ward allocation account; L3to be oatlayed in repairing the track on Town Belt, near Mr Weldon’s and other houses off London street; the footpath in Bond street, at the rear of the University Buildings, and the footpaths abutting the premises of the Otcufo Daily Times and Witness Co., Rattray and Bond streets, to be kerbedand asphalted ; metal to be laid to fill up holes in Pitt street, adjoining Mr Strachan’s brewery ; three loads of gravel for repairing Albany street, abutting section 5, block 27 ; the fence of Mr H. Gourlay, section 1, block 28, to be raised to the permanent level of Albany street; the ditch on the footpath in ’ Dundas street,, between Castle and Leith Streets, to be up; L6to be outlayed hi improving the approaches to the, Rattray street Jetty; and the damaged ketbing at Messrs North and Seoullav’s fcbrner in Maclaggan street,' to be repaired. The following permissions have been granted: —To Mr T. G. Marlow, to remove a few loads of earth .from the unformed portion of Leith street, in front of the sections it the junction of Howe and Leith streets. To' Mr S. Lister, to place a sign-board, in front of his premises in Stafford street. To Mr James Copeland, to roof with shingles his new brewery premises at Cumberland street and St. Andrew street. To Mr Robert Swan, to take twelve loads of pitchers from the Water of Leith ; the stone not to be taken out of the old Botanical Gardens. r
The applications of Mr John Thomas, to be allowed LlO for, an error he had made to that amount calculating his tender for kerbing and channelling in Stafford street, and of Mr John Alves, for the sum of L 9, being the cost of reinstating retaining wall pushed on the footpath abutting his property in George street, have been declined.—Building modifications have been dealt with as follows No 141, Mr H. C. Foster, declined; No. 142, Mr Harrop, granted. Your committee begs to recommend the Council to make and bring into operation a regulation. prohibiting the erection of any verandah in the City, in future.-Your committee reports having asked the Government to fill up and improve .the condition of Castle street, from the intersection of St. Andrew street to Hanover street, .complained of in a memorial laid before the-Council from owners of waggons and drays residing in that neighborhood.
