In the House to-day the Premier laid on the table papers relative to the proposed San Francisco mail service. r l he consideration of the question was made an order of the day for to-morrow, when the House will be asked to decide whether or not the Government shall proceed against Mr Webb.

There is a singular leading article in this morning’s Independent, about the question ©f the day—“ What will the Upper House do with the Provincial Loans Bill ? ” and it describes the Upper House as being a compound of four parties—viz., those who object to the rating clauses ; the supporters of the Government; the opponents of the Government j and those who object to further borrowing. It says only thirty-five members of the Council are now in Wellington, and the Government cannot retract from tbeir position, and' are bound to use every means to pnsure the passage of the Bill in the Upper Rousp. Should it be thrown out, the Gfivernmpnt yyill be justified in proroguing at once, bpinging Parliament fy>get|ip p agqin in nfew wepjiß, upd agajn testing the House on the Bill. It is the general opinion that the Upper House will reject the Bill. The agitation re the railway workshops is suicidal. It being a Colonial expenditure, Canterbury would jump at any chance of having them erected in their Province, and the agitation will place the City members in a wrong position if the question comes up in the Hops?. ‘ .
