London, August 22. The Holyhead breakwater has been opened by the Prince of Wales. Prince Arthur narrowly escaped drowning at Trouville, being saved by a French waterman. The wheat harvest is nearly finished. There is a falling off in tho yield of nearly 20 per cent. The minimum deficit in Franco amounts to 15,000,000 hectolitres.
