To the Editor. Sm,—l think it is high time some one of tba ratepayers refreshed the memories of at least four of our City Councillors on the subject of the collection of the rates. At the last municipal election one and all of the candidates went in for half-yearly payments —now is the time for them to act up to their promises. 1 believe this is the only place in the world where the rates are collected in one sum and in advance. Of course I know that many rates are not collected until the year has nearly expired, and that Mr Good: man is always collecting them ; and such being the case, why cau he not receive theip in two sums, when his time belongs tq Corporation, and so help the poorer ratepayer a little during the winter?—! am, &c., R'^FJbba^b.
