Yesterday. The Speaker took the chair at 2 p.m. MESSAGE. Message No. G, from his Honor the Superintendent was received and read. The message referred to a certain statement in the report of the Select Committee on Railway Arbitrations, to the effect that the protest of the late Superintendent of Southland had not been brought under notice of the Executive, jprior to the matter being referred to arbitration. PAPERS, ETC. The Provincial Secretary laid on the table a return of assessment on stock on Hundreds for year 1871-2, The return shows a total revenue from this source of L 912 7s 7d; and the expenses of management, L 273 3s sd. He also laid on the table correspondence between the Government and the Rev W. Coleman, C.P., relative to alleged violation of the faith of Roman Catholic children by the authorities of the Industrial School. Anderson’s bay road. The Secretary for Works laid on the table a return showing the cost of construction of Anderson’s Bay Beach roads, from which it showed that the work was performed at a total cost of L 1956 2s sd, inclusive of LI6BG ss, the estimated amount of value of prison labor. On the motion of the Provincial Secretary, it was ordered —‘ ‘ That an address be presented to his Honor the Superintendent, recommending that all that area in the Province of Ota jo, containing by estimation one hundred thousand (109,000) acres, more or less, being Runs 1 of C, 2 of C, and part of Run 189, be reserved and set apart as an endowment for the Otago University.” ENDOWMENT JOB COMMON SCHOOLS. The Provincial Secretary moved a very long resolution giving effect to the resolution of Council to set aside 500,000 acres of land for the endowment of common schools ; but in doing so the hon. member stated that he only moved it proforma, in compliance with the expressed wishes of the Council. The motion provoked a considerable amount of discussion, Mr Mollison moved the adjournment of 'the debate, which was carried. RESERVES. The Council decided to set aside blocks and sections‘of land for the following purposes Public Hospital, Public Market, Recreation Ground, Water Works Reserve, Lawrence ; Public Pound, Drill Shed, Outram; Education Reserve, and for Public Recreation purposes; Greytown; Public Cemetery, Georgetovm; School Site, Kaitangata Township; Post Office, Town of Hawksbury; Police Purposes, Hampden; Educational Purposes, South Wakatipu ; Public Cemetery, Bengcr Survey District; Public Cemetery, Tois Toia; Site for a School, Papakaio District ; Slaughter House Reserve, Cattle Market, Public Gardens, and Recreation Ground, Township of Moeraki; Public Buildings, Township of Waipori; Educational Purpose*, Township of Dunkeld; Police Buildings, and Educational Purposes, Township of Waipori; Public Recreation, and for use of pupils attending Public Schools at Oamaru ; tor use of the Winton Agricultural and Pastoral Association ; Public Hospital, and Public Buildings, Alexandra; Recreation, Town of West Hawksbury; Recreation, Riverton ; Reserve for Western District Farmers’ Club Agricultural and Pastoral Association ; Municipal Reserve, and Reserve for Public Purposes, Town of Palmerston.

The following motion—“ That an ad boss be presented to his Honor the Superintendent, recommending that the lands remaining unsold within the Hundreds proclaimed during the year 1865 be placed in the market, in terms of the 35th section of the Otago Waste Lands Act, 1866 —was carried, on a division moved for by Mr Mervyn, by 22 votes to 4.

Sections for land were also set apart as follows Education Purposes ; Wallacetown ; Jacob’s Eirer Hundred ; Invercargill Hundred ; Aparima Hundred; Winton Hundred ; New Elver Hundred ; and Mataura Hundred. PAPER AND BOTTLE .MANUFACTORIES. Mr Reid’s motion, recommending a bonus of LlodO to encourage the establishment of a paper manufactory, and L3OO to encourage the manufacture of bottles, was carried, SUPPLEMENTARY ESTIMATES. The following motions, to place sums on the Supplementary Estimates, were carried : —L3OO for the erection of a punt on the Clutha Eiver at Kaitangata; LSOO foi the formation of a road from Coast district to Tokomairiro (payment to be made in laud) ; LSOO to assist in the completion of Kakanui Bridge ; LIOO for the erection of a light, house on the south head of Waikouaiti Bay j LSO as salary for harbor-master and lightkeeper for Waikouaiti; L3O as a subsidy for the purpose of building a suitable embankment across the mouth of Waikouaiti lagoon; L 250 for the • construction of the road from Hyde to Kyeburn Hotel (payment to be made inland), LIOO for a road from Hyde to Hamilton; Ll5O, for a road from Hyde to Taieri river (payment to be made in land); a sum not exceeding LIOOO as a bonus towards the establishment of a sack and wool-pack manufactory; LSOO as an endowment of LI to LI on subscriptions towards tho establishment of a library of reference in connection with the Otago University ; LSOO for the construction and repairs of roads on goldfields. The following motions were negatived L4OO for road (main south road to Kaitangata); LIOOO salary far three additional sheep inspectors; LSUOO, road along Waipatu and Pomahawka, and bridge over Pomahawk, above its junction with the Waipahi, payment to be made in land. BLUFF HARBOR AND WINTON RAILWAY. Mr Shepherd moved that it was expedient to sell the Bluff Harbor and Winton Eailway, and that an address he presented to his Honor the Superintendent, requesting him to take steps to give effect to the resolution. Mr Eeid thought a sale at the present time premature. The proper time to consider the matter would be when the Central Govern: meat -was entering upon the construction of the Kingston line. At the present time the Geneial Government could not, he thought, be induced to accept the line except on terms unfavorable to the Province. The motion was negatived on the voices.
