Wellington, August 25. The Education Bill provides for a Minister of Education, The Provinces are to be constituted into education districts, each having a board, to consist of the Superintendent, one member nominal d, five elected by the Provincial Council from ils members.' Bach boaul will have a g neral supervision, appoint its teachers, and levy lates not exceeding fourptnee in the pound on the annual value of each house,and* on pastoral lands on one third its annual value. At the request of a district committee it can- levy a district rate not exceeding 3d in the i onnd, and can constitute school-districts. Local committees are elective and have the management within its school district and fixes salaries .and fees and regulates grammar model, High schools, Libraries, scbolarsbq s, tree schools, Provision is made for ad vane s foreie ting buildings. The Boards may aid individu 1 associations for the maintenance of schools not established under the Act, pro.ided the inspection and minimum attendance do not fail to come up to Government requirements. In the event of the rcijitir..ments being fulfilled, the Governor may grant aid. The conscience clauses are identical with the English Act. The Bible is to be read daily, except in aided schools. Military drill and physical training is to be taught m all the schools. Education is made compulsory, and on any Board negleciing its duty the minister will make provision-for proper education, charging each Province with the necessary' cost. Wellington, August 25. Mr Vogel s'ated to-day that the Financial Statement will be made in a fortnight. The business is to be confined to measures absolutely necessary. Parliamentary Papers.—We are informed by the Secretary of the Athemeum that Mr W. H. Keynolds has made arrangements for the sending of all Parliamentary papers to the Atheimnn, and that a batch of these has been rcciivcd. The papers are laid on the table in the reference library.
