The Executive think the whole tiling should be submitted to arbitration, while the Superintendent contends that, advised by the previous Executive, ho declined to submit it to arbitration, and, therefore, an administrative act done by him could not be re-opened. The Hon. Mr Hall’s statement about the action of the Executive was received with emphatic cheers. The Council immediately adjourned till 5 o’clock to-day, when Mr J. S. Williams’s motion comes on, to the effect that the present Executive is not necessarily bound by the administrative act done by the Superintendent with the advice of a former Executive, except in cases where the good faith of the Province is involved. The Executive will bo supported by a large majority. A dead-lock is anticipated, and the Superintendent is likely to resign. The Education Bill was shelved on ro-eommittal. The Lyttelton Fire Belief Committee are now sitting. Claims have been sent in amounting to over LIO,OOO.
