The only change by appointment of which I have heard is that of tho eloction of Professor Jowott to be the master of Baliol College, Oxford. This election has a significance beyound ordinary elections, because the professor has held rather strong opinions on certain religious subjects, and although ho lias long teen recognised as one of the shining lights of Oxford, prejudice has succeeded until now in giving him tho cold shoulder, while leas deserving men were put over him,
