To the Editor of the Evening Star. Sir, —Through the medium of your valuable journal I desire to draw the attention of the police to the very cruel manner in which some of the horses arc flogged by their drivers in our public streets, and hope by your inserting these few remarks they will save,the poor brutes from such inhuman treatment.
