To the Editor of the Evening Star. Sir,— lt is against order and discipline for the Major or any other officer to smoke on parade. It is equally out of order for men in the ranks to smoke, but subordinate officers find it difficult to restrain irregularities such as those when they have before them precedent and example.—l am, &c., Ramrod.
