BERLIN, October 26.
The leader of the Social Democrats, Dr. Carl Severing, who was German Minister of the Interior before Hitler came, declared at a party meeting that Germany must be preserved as a political and national entity, united in a federal union. V
A democratic Reich could be nothing but a republic. Germany's first duty would, be to imbue her own people with the idea of peace, to make, any policy of militarism impossible, and to qualify fop admittance to a League of European States and the United Nations.
