DISCUSSION WITH RUSSIA

WASHINGTON, October 25,

The Secretary of State, Mr. James Byrnes, disclosed that the United States is discussing with Russia the question of creating an Allied control council for Japan. The Associated Press says that this is the first indication . of a possible break in the deadlock between Russia and the United States on the Japanese question. Russia has: been insisting on the establishment of a control council. It is not clear whether such a council, if agreed on, would replace or be subordinate to General Mac Arthur. However, it is expected that if the United States agreed to the council, it would be on the basis that an American would be chairman and American policies would be effective in the event of disagreement.
