(By Telegraph—Press Association —Copyright.) Rec. 11.30 a.m. LONDON, July 25. The Lord Mayor of Berlin, Herr Artur Werner, sent a message to the Allied occupation commanders pledging the loyalty of Bcrliners. '

"At the beginning of this new phase," he said, "it is my honour as Lord Mayor, in the name of the city's inhabitants, to welcome you respectfully to the city, and to assure you of our lasting and profound loyalty; We are pledged, through obedience to your commands and to untiring work for the reconstruction of Berlin, to show ourselves ever, worthy of your highest trust."
