USE OF LOCAL BODY FUNDS
"Isn't that wicked!" interjected an Opposition member in the House of Representatives yesterday afternoon when Mr. W. M. C. Denham (Government, Invercargill) asked the Minister of Internal Affairs (Mr. Parry) if he were aware that Chambers of Commerce had made an appeal to local bodies for financial assistance to combat pending banking 'legislation. Mr. Denham also asked the Minister whether local bodies had a legal right to make such contribution and whether the Auditor-General would sanction the use of ratepayers' money in the interests of the National Party.
Mr. J. T. Watts (National, Riccarton): Why don't you look it up yourself?
The Minister replied that although local authorities were not specifically authorised by law to make such payments, the matter was governed by what were commonly known as the "unauthorised" provisions in the local government law. Under those provisions local authorities could spend funds, within certain defined limitations as to amount, on purposes not specifically authorised by law. The matter mentioned by Mr. Denham came within the scope of the provisions, and the limitation of expenditure was broadly 1 per cent, of the general rate struck for the particular year. Mr. Watts: We knew all that before. (Laughter.)
