Vinod Bhave, who, with Pandit Nehru, has been selected to initiate the Congress Party's civil disobedience campaign, is a humble member of Mahatma Gandhi's seminary who daily; squats on the floor spinning cotton. It j is thought that Nehru and Bhave willj be billed to address a mammoth meet-i ing in such a manner that the Govern-1 ment will have no alternative but to j arrest them. Mr. Gandhi has ap- j parently decided to remain out of pri-j son in order to control the resistance j movement and ensure its strict limita- i tion. i
