ITINERANT TRADERS

Palmerston North shopkeepers complain- that itinerant traders are still giving trouble to genuine retailers. The report of the Manawatu-Wairarapa Association stated that the bylaw appears to be so framed that it prevents any action being taken against these persons, providing they fulfil t one of the obligations necessitated by the City Council. If the representative of an outside firm has lived in Palmerston North for a period of three months, he is not termed an itinerant trader, whether he makes a house-to-house canvass or rents a shop. The City Council has stated that the bylaw covers the traders who take rooms ih hotels and sell materials, and they propose to take action to have these persons licensed. The licence fee for these traders has been increased from £5 to £12 10s.
