LONDON, July 28. "The Times" says that British and French declarations are expected to be made on July 31, emphasising the desire of Britain, France, and Russia for a defensive pact and announcing the formal composition of military, naval, and air missions.

The Havas press agency (Paris) states that it is reliably reported that a French military mission will go to Moscow shortly and that political and staff conversations will proceed simultaneously.
