SHOT ACROSS JAPAN'S BOWS
(Received July 29, 9 a.m.) LONDON, July 28. The Washington correspondent of the "Daily Telegraph" says that despite Mr. Cordell Hull's phrasing of the explanation of the treaty abrogation the purpose of the denouncement is plain: it is a shot across the bows.
