PRESIDENT ENTERTAINS
Delegates to the biennial conference of the New Zealand Counties' Association, Ministers of the Crown, and heads of Government Departments were yesterday the guests of the president of >the association (Mr. C. J. Talbot) at luncheon.
In proposing the toast of "The Parliament' of New Zealand," Mr. J. Ritchie said that they. were all very proud of their Parliament, They realised that in no other country in the world was there the same freedom and justice as were to be found in New Zealand, and as British subjects they hoped that that state of affairs would long continue. The fact that he, a hide-bound old Tory, was able to sit peacefully alongside a Labour Minister of the Crown showed how democratic they were. Mr. Ritchie paid a tribute to the energy of the Minister of Public Works'for. the work he was-carrying out, and concluded by saying that the Government, whatever its political colour, could always be assured of the co-operation of local bodies.
The Minister of Agriculture (the Hon. W. L. Martin) said the New Zealand Parliament had been based on the Mother of Parliaments, and they had always endeavoured to live up to the great traditions of the House of Commons.
The toast of the "New Zealand Counties' Association" was proposed by the Minister of Internal Affairs (the Hon. W. E. Parry), who described the counties as one of the greatest factors in the good government of the Dominion. While they played their part as they were doing today a con•tinuation of the principles of democracy would* be assured. Mr. Parry spoke of his efforts to bring about a measure of amalgamation, and said the measure he had introduced into Parliament was not dead. There was a very strong feeling in the country in favour of what he was trying to do.
Replying, Mr. Talbot stressed the fact that the Counties' Association was a strictly non-political organisation. The association would always be prepared to co-operate with any Government.
The toast of the "New Zealand County Councils Industrial Union of Employers" was proposed by Mr. W. Morrison and replied to by Mr. W. Marshall.
